In Cameroon, Captain Romuald Effoudou is the talk of the town. The former head of the intelligence bureau at the presidential general staff has been absent without leave from his country’s defence forces for close to three years.
He remains subject to proceedings before Yaoundé’s military tribunal, following a complaint of fraud lodged by Rear Admiral Joseph Fouda, an adviser to President Paul Biya, and is the subject of an arrest warrant issued on 10 March 2024.
